IRP for e-invoicing stands for Invoice Registration Portal which is an official platform provided by the government of India for businesses to generate e-invoices under GST. Taxpayers can get their B2B invoices registered and acquire a unique IRN (Invoice Reference Number). Without the IRN number, an invoice is considered invalid.
Businesses having turnover above Rs 20cr are covered under the e-invoice mandate. With effect from 1st October, 2022 vide GST Notification 17/2022 the turnover threshold is lowered to Rs 10 cr.
With the expansion in the scope of the e-invoicing mandate, IRIS has been appointed as the Invoice Registration Portal (“IRP Partner”) of GSTN, which permits us to act on behalf of GSTN to register B2B e-Invoices of trade and industry.

What is Invoice Registration Portal (IRP)?
Invoice Registration Portal (IRP) is an official platform set by the Government or authorised by the Government to issue IRN (Invoice Reference Number) for each invoice/credit note/debit note generated by the businesses. IRPs act as a registrar. It is possible to generate/cancel or validate the IRN of the submitted invoice by uploading the invoice details onto the IRP using a certain mode. The government has mandated that B2B invoices that have an authorised IRN will only be recognised as being valid under the GST law.
What are the functions of an IRP?
An invoice registration portal performs the following tasks:
1. IRN Generation:
When a valid document for e-invoice generation (invoice/debit note/credit note currently) is sent to the Invoice Registration Portal (IRP), a number unique for that particular invoice is generated using the hash algorithm under e-invoicing. The hash algorithm is nothing but a function that converts a message or a string consisting of characters i.e. alphabets + numbers + certain special characters into a series of numbers. This unique identifier is called as an IRN.
2. De-duplication check:
The central idea of e-invoicing is to register all business transactions with the government. Hence, an important aspect of the process is to ensure that there is no duplicacy of records. By comparing the unique identifier -IRN of an invoice with other already generated IRN data stored in the Central Depository, the IRP checks the invoice for any duplication or repetition.
3. Digital Signing of validated invoices:
Once an IRN is generated, it is also important for trande and industry to know that the IRN present on the invoice received is coming from valid sources. Hence, the IRP uses its private key to digitally sign all of the validated invoices. The supplier is then given access to this JSON that has been digitally signed.
4. Generation of QR codes in respect of validated invoices:
To simplify the use of IRN in printing etc, along with hash, each invoice is also given a QR code by the IRP. The generated QR code can be used by the taxpayer to quickly read and access the invoice on mobile devices as well as to verify and print it. When tax officers or other stakeholders don’t have access to the internet or have limited access, this functionality comes in handy for verifying certain information.

5. E-invoice Cancellation:
While the generation of IRN is important, in many cases businesses also need to cancel the IRN generated. Hence, an IRP also provides a cancellation facility. Cancellation of IRN is possible for the invoice which is already uploaded/ reported to the Invoice Registration Portal (IRP) and for which IRN is generated. However, this can be done only within 24 hours of its generation.
6. Integration with GST and E-way bill system:
The IRP works in sync with the GST system and E-Way Bill system. Hence, once an IRN is generated, the GST system automatically receives the details of the uploaded invoice, allowing for the automatic update of GSTR-1 (of the seller). Additionally, the information is also immediately exchanged with the E- way bill system to facilitate e-way bill generation wherever necessary. This simplifies the process for taxpayers as they do not need to interact with multiple portals.
